Marlborough Housing Rehab Applications

The City of Marlborough, through the Marlborough Community Development Authority, is accepting new applications for the Marlborough Housing Rehabilitation Program (MHRP). The Program provides financial and technical assistance to low- and moderate-income owner-occupants of one- to four-unit residential properties to help them make needed repairs. (See income limits on the program summary [PDF]). Applications will be processed on a first-come, first-served basis while funds remain.

Eligible owners can receive up to $35,000 per unit to make needed repairs. Eligible repairs include but are not limited to: repairs to roofs, plumbing or electric systems, repair or replacement of heating systems, insulation and energy efficiency improvements, window or siding replacement and accessibility modifications.

Assistance is provided in the form of a zero-interest deferred payment loan (DPL). The loan is forgiven beginning in year six at 10% per year until the end of year fifteen when the balance of the loan is forgiven, and it essentially converts to a grant.

Income limits do apply and a majority of the units in a multi-unit property must be occupied by income-eligible owners or renters. All work is completed by licensed and insured contractors who pre-register with the program and are supervised by program staff.
